In 2023, Albanian Medical Graduates Obligation Law introduced a controversial measure requiring medical students in Albania to work in the country for several years after graduation. Those who leave earlier must repay substantial financial penalties. While the government frames the policy as a response to the ongoing emigration of healthcare workers, many students see it as a restriction of personal freedom and professional autonomy. The case is currently being challenged before the European Court of Human Rights.
